The new Romanian Government is to offer Western investors shareholdings in a restructured domestic aircraft industry. Andrei Pintilie, appointed after last December's revolution to head the Ministry of Machine Building, says that he will "destroy existing structures", decentralising the small industry, making individual factories financially accountable and offering minority interest stakes to Western investors. Pintilie seeks co-operation with Western fims in design and development but regards subcontracting as a more realistic short-term goal. He wants to secure joint ventures with the West "in the shortest time". Pintilie met senior industry officials for talks last week at Bacau, site of Romania's largest aircraft factory, to discuss industry restructuring. The move signals the end of over a decade of isolation for Romania's aircraft industry. Factories were vertically integrated, one producing everything from rivets to complete aircraft. The policy led to technological stagnation, say industry insiders. Pintilie says that Western analysts will have to be brought in to audit Romania's seven aviation factories, now employing 34,000 workers. Up to 25% of capital equipment must be replaced at a cost of $150 million. Romania makes under licence the Pilatus Britten-Norman Islander, IAR.93 and IAR.99 military jets, Yak-52 aerobatic trainer, a licensed Aerospatiale Puma, Kamov Ka-126 helicopter, motorgliders, gliders, engines and avionics.
